Germaine Parham, 33, was cuffed in upstate New York by members of the NYPD assigned to the US Marshals New York and New Jersey Regional Fugitive Task Force for the disturbing assault that unfolded in Manhattan’s StuyTown village on the morning of Jan. 29, according to the NYPD and sources.
Parham allegedly approached the teenage girl around 11:45 a.m. at the building located at First Avenue and First Avenue Loop in the private residential complex in the East Village and sexually assaulted her, police said.
He then swiped her cellphone and fled the scene. The 14-year-old girl was taken to the hospital for treatment, police added
Parham has a long criminal history with over two dozen prior arrests as well as an outstanding bench warrant, according to sources.
He was most recently nabbed on Jan. 8 for stealing roughly $1,835 worth of merchandise from a CVS in Midtown Manhattan. The case resulted in a bench warrant after he failed to return to court, sources said.

The alleged rapist was sentenced in November 2025 to 30 days in jail for a knifepoint robbery at a CVS pharmacy in the Bronx, sources added.
