Gov. Kathy Hochul signaled Monday that her administration may be open to bundling multiple immigration-related proposals into a single omnibus bill, as she presses lawmakers to move quickly on legislation that would limit cooperation between local law enforcement agencies and federal immigration authorities.

Hochul said she wants legislation approved as soon as possible, as Democrats who control both chambers of the Legislature prepare to return to the Capitol this week and begin negotiations over a broader package of immigrant protection measures.
The governor’s proposal, which was unveiled on Friday, would bar local law enforcement agencies from renewing or entering into agreements with the U.S. Immigration and Customs Enforcement that allow local officers to assist with immigration enforcement or house detainees in county jails. She said the proposal would also allow New York local and state agencies to cooperate with federal authorities in cases involving immigrants accused or convicted of “violent†crimes.

Her comments came hours after an appearance on MSNow, where she also signaled that she would be open to making it difficult for the federal government to create a new immigrant processing facility at a disused Orange County warehouse.
“That’s got to go through a lot of state reviews; I’ll just say that,†Hochul said. “We’ll be looking to see if it’s on wetlands, if there is zoning involved, if there are some snails that are environmentally sensitive.â€
