Ukrainian President Volodymyr Zelenskyy has agreed to enter into negotiations with U.S. officials on a Trump administration backed plan to end the war between Russia and Ukraine.  

Zelenskyy will talk with President Donald Trump about the peace plan in the coming days, Axios reports.  

U.S. officials are in Ukraine after Trump reportedly approved a plan to end the war between Russia and Ukraine. Army Secretary Daniel Driscoll and other senior Pentagon officials met with Ukrainian Prime Minister Yulia Svyrydenko Thursday morning to discuss an end to the war. Driscoll later spoke with Zelenskyy.  

The conversations took place as smoke was still rising from an apartment building in Western Ukraine following a Russian strike.  

“Tragically, tonight, the people of Ternopil suffered the most from Russian aggression in this massive attack,” Zelenskyy wrote on X. At least 26 people have been confirmed dead and many more are missing.  

The 28-point peace plan, which CBS News reports has received a green light from Trump, is believed to freeze the current battle line, which would require Ukraine to give up a significant amount of its eastern territory. 

“It’s not reasonable to give Russia more [territory] than they already achieved during the invasion,” Jaroslaw Cwiek-Karpowicz, director of the Polish Institute of International Affairs, told The Daily Signal. At the same time, Ukraine needs a peace deal that will allow the nation to “begin to reconstruct and modernize,” Cwiek-Karpowicz added.  

In his assessment, Cwiek-Karpowicz says he is not sure if Russia is interested in a ceasefire with Ukraine, adding that Russia still believes “they can advance the front.”  

If Russia were to agree to a deal, Russian President Vladimir Putin would trumpet any concessions from Ukraine as a Russian victory, Pawel Markiewicz, executive director of the Polish Institute of International Affairs District of Columbia office, explained. Putin would then use this perceived “victory” to pursue a “new imperial foreign policy,” he said.  

It is estimated that over a million Russians have either been killed or wounded in the war with Ukraine, another reason why Russia “needs” a perceived victory, according to Pawel Burdzy, the District of Columbia deputy director for the Polish Institute of International Affairs. 

Details of the 28-point plan have not emerged, but, according to Axios, Putin adviser Kirill Dmitriev said he worked with Trump administration special envoy Steve Witkoff to craft the plan. The peace deal is expected to include security guarantees for Ukraine.  

Dmitriev told Axios he feels that this plan is significant because “the Russian position is really being heard.”  

Ukraine’s leaders have repeatedly said they are not interested in a deal that gives Russia more Ukrainian territory. It might be possible, according to Markiewicz, that Ukraine would consider giving up the Donbas region since that part of Ukraine has experienced conflict with Russia since 2014. But giving up any territory would be a “a tough pill to swallow” for the Ukrainians, Markiewicz added.
